Am I Eligible for CSS 2027? Age, Degree, Domicile and Attempts

Every year a number of aspirants pay the fee, book a coaching seat, prepare for months, and are rejected at document verification for a condition they could have checked in ten minutes.

Do not be one of them. Here is every condition, in plain terms.

You must satisfy all of them at once. Missing a single one means rejection, and no amount of preparation compensates for it.

The conditions below come from FPSC's public notice No.F.2/1/2026-CE for CSS CE-2027, issued 2 August 2026, and from the CSS Competitive Examination Rules 2019 that govern the competition. You can read the notice on fpsc.gov.pk.

What is the age limit?

You must be between 21 and 30 years old on 31 December 2026.

That date is the cut-off set under Rule 5, and it governs more than your age: age, qualification and domicile are all judged as at 31 December 2026. Your age is not judged on the day you apply, the day you sit the MPT, or the day results are announced. If you are 30 on 31 December 2026 you remain eligible for the whole CSS 2027 cycle, even if you turn 31 in February while the written exam is still running.

A two-year relaxation, to 32, is available — but only to the categories listed in Rule 6. It is not a general concession and it is not automatic: you must fall within one of those specified categories, and you must claim it and document it. If you cannot point to the clause that covers you, it does not cover you.

On the "age limit is now 35" claim. It does not apply to CE-2027. The public notice for this cycle sets the limit at 21 to 30 years on 31 December 2026, with a two-year relaxation available only under Rule 6. Whatever has been proposed, reported or discussed elsewhere, that is the rule this competition is being run under. Plan against it.

Education

You need a bachelor's degree with at least second division, from a university recognised by the Higher Education Commission. The degree must represent fourteen years of formal education.

Foreign degrees require an HEC equivalence certificate, obtained before the application is submitted. Applications without it are rejected at document verification — a stage that arrives well after you have paid, prepared and sat the screening test.

On third-division degrees. This is a point where you will find genuinely contradictory guidance online, and we would rather say so than pretend otherwise. Some sources state that a third division in the bachelor's degree can be offset by a higher division in a master's degree. Others state flatly that third division is not accepted under any category.

We are not going to resolve that for you with confidence, because the answer determines whether someone's entire year is wasted. The public notice says only "at least Second Division" and otherwise defers to the Rules, so it does not settle the question either. If this is your situation, do not rely on any private website — including this one. Read the eligibility clause in the official CE-2027 documentation, and if it remains ambiguous, contact FPSC directly on 051-111-000-248 and get the answer in writing.

Final-year students may generally apply provisionally, but note that the cut-off above applies to qualification as well as age: it is judged as at 31 December 2026. If your result will not be issued by then, do not assume provisional admission solves it — admission to the test is provisional and at your own risk under Rules 11(20) and 11(21), and eligibility is settled later, not at the hall door. Confirm your specific case with FPSC directly.

Nationality and domicile

You must be a citizen of Pakistan, or a State Subject of Jammu and Kashmir.

You must hold a valid domicile certificate, and you will need attested copies at registration. Domicile is judged as at 31 December 2026, the same Rule 5 cut-off that applies to age and qualification. Seats in the various Occupational Groups and Services are allocated on a regional basis, so your domicile affects not only whether you can sit but which groups you compete for.

If you are married to a foreign national, additional conditions apply and prior federal government permission may be required. Check this specifically rather than assuming.

Does the MPT count as a CSS attempt?

No. Your three attempts belong to the written examination alone.

FPSC allows a maximum of three attempts at the CSS written examination. An attempt is consumed once you are formally admitted to the written examination — and, on most readings of the rules, appearing in even a single paper uses one up. Withdrawing afterwards does not recover it.

Sitting the MPT and not qualifying does not cost you an attempt. Neither does sitting it and choosing not to proceed.

This matters for how you think about the screening test. A great deal of unnecessary anxiety around the MPT comes from aspirants believing that a poor result costs them something permanent. It does not — which is part of why we argue you should spend less time preparing for it than you think.

Age and attempts operate together. You need both simultaneously — remaining attempts do not help you past the age limit, and being comfortably within the age limit does not help you if you have used all three.

If you are near a boundary

Three situations account for most borderline cases:

You turn 31 in early 2027. You are eligible, provided you are 30 on 31 December 2026.

You are 31 or 32 and hoping for relaxation. Identify the specific Rule 6 category you fall under, gather the documentation that proves it, and confirm it with FPSC. General-category relaxation does not exist.

Your degree result is pending. Read the final-year note above, and confirm your case with FPSC rather than assuming provisional admission resolves it.

The eligibility checklist

Run through this once:

• 21 to 30 years old on 31 December 2026, or a documented Rule 6 relaxation to 32
• Bachelor's degree, second division or better, HEC-recognised, fourteen years of education
• HEC equivalence certificate if the degree is foreign
• Pakistani citizen or J&K State Subject
• Valid domicile certificate in hand
• Fewer than three written attempts used

If every line holds, you are eligible. The MPT application window closed before 20 August 2026, and the test itself has been rescheduled to Saturday, 10 October 2026. The fee was Rs 250, paid by generating a 16-digit PSID and settling it through 1-Link, not by challan at a bank counter. If any line does not hold, find that out now rather than in December.
