Global warming threatens the systems on which Pakistan's economy and society depend: Indus water, agriculture, coastal settlements, public health and fast-growing cities. Heat and arid geography
Much of Pakistan is arid or semi-arid. Higher temperatures increase evaporation, crop-water demand, electricity use and heat stress for outdoor workers.
Dense cities and a long coastline
Weak drainage, informal settlements and loss of natural floodplains make urban flooding more destructive. Sea-level rise and saltwater intrusion threaten the Indus Delta and coastal livelihoods.
Poverty turns hazards into disasters
Poor households have fewer savings, weaker housing and little insurance. Women, children, small farmers and informal workers often face the greatest loss and the slowest recovery.
Far-reaching impacts

Modernise agriculture
Pakistan should promote heat- and drought-tolerant seed, efficient irrigation, soil testing, weather services, crop insurance and storage. Crop choices must reflect water availability rather than political influence alone.
Build cleaner and more reliable energy
Solar, wind, carefully planned hydropower and energy efficiency can reduce imported-fuel costs and emissions. Transmission reform and circular-debt control are as important as adding new generation.
Plan resilient cities
Cities need risk-based land use, restored drains, public transport, cool roofs, enforceable building codes and empowered local governments. Informal settlements should be upgraded rather than repeatedly cleared after disaster.
Treat nature as infrastructure
Mangroves, wetlands, forests and floodplains store water, reduce heat and protect settlements. Restoration should use suitable local species and measure survival, not merely count planted saplings.
Support a just transition
Higher energy or water prices can hurt low-income households. Targeted support, worker training and affordable transport are necessary so that environmental reform does not deepen inequality.
Institutions and finance
Climate responsibility is divided across federal, provincial and local bodies. The Council of Common Interests should coordinate national standards while provinces adapt implementation. District risk maps, early warning and public climate-budget reporting can improve accountability.
Pakistan needs domestic tax effort, green finance and transparent projects that are ready for concessional funding. International climate justice and loss-and-damage support remain important because Pakistan bears costs far beyond its contribution to global warming.
