Revitalising the Agriculture Sector of Pakistan

Understanding the topic

A policy topic needs diagnosis before prescription. The failure mode is the list: problems in one half, solutions in the other, and no argument connecting them.

Impose a hierarchy instead. Pakistan's problem is not a shortage of land, labour or water in absolute terms. It is that yields per acre and per drop of water are far below what the same crops achieve elsewhere in similar conditions. That reframing makes the essay about productivity, and productivity has causes you can name: seed quality, extension services, soil health, irrigation efficiency, post-harvest losses, and the market structure that decides whether a farmer keeps enough value to reinvest. Give water particular weight. Pakistan is among the most water-stressed countries in the world and runs one of the least efficient irrigation systems. That gap is the single largest recoverable loss in the sector.

Sample introduction

A country cannot build a secure economy while the sector that feeds its people and supports much of its rural population remains underproductive. Agriculture continues to play a central role in Pakistan’s food security, employment, exports, industrial inputs, and rural economy, yet its productivity remains constrained by outdated farming practices, inefficient water use, fragmented landholdings, climate pressures, limited research, and weak market linkages. Modernising irrigation through drip and precision systems can conserve scarce water, while improved seeds, mechanisation, agricultural research, and climate-resilient crops can raise yields. Moreover, farmers require easier access to formal credit, crop insurance, reliable market information, storage facilities, and efficient farm-to-market infrastructure so that they retain a greater share of the value they produce. Agro-processing and value addition can further transform agriculture from a largely primary-production sector into a source of higher exports, industrial development, and rural employment. Temporary subsidies alone cannot address these structural weaknesses without deeper institutional and technological reforms. Therefore, revitalising Pakistan’s agriculture requires a shift towards a modern, water-efficient, climate-resilient, technology-driven, and market-oriented agricultural economy capable of supporting sustainable national growth.
